Pensions - Articles - Budget 2026 reveals future legislation for DC consolidation

As part of the Budget 2026, the government has announced that it will introduce legislation in a future Finance Bill to support the consolidation of Defined Contribution. This will also include the introduction of Guided Retirement and Retirement-only Collective DC (RCDC) schemes. The details can be found in the link below.

Maurice Titley, Commercial Director of Data and Dashboards, Lumera, commented:“Supporting greater consolidation across the Defined Contribution market is a positive step towards improving retirement outcomes for DC pension savers. Larger, more efficient schemes have the potential to deliver greater economies of scale, reduce costs and improve access to investment opportunities, ultimately delivering better value for members.

“Retirement CDC has the potential to offer savers a more sustainable retirement income, while the ability to transfer between arrangements and retain existing protections will be important in providing flexibility and building confidence.

“These developments reinforce the urgent need for DC schemes and providers to accelerate investment in data quality and technology to support this direction of travel. Greater consolidation, more flexible retirement options and increasingly personalised guidance will all require more sophisticated systems and better use of member data.”
