Buck Consultants, the global employee benefits consultant, announces two senior appointments:
- Fraser Smart, managing director Europe, has been appointed head of Buck Consultants worldwide, and will relocate to the New York office.
- Steven White, managing director of Buck Global Investment Advisors (BGIA) and Global Benefits Administration, replaces Fraser Smart as the managing director, Europe of Buck Consultants, subject to approvals. This role will have responsibility for the combined administration and consulting business in Europe.
Commenting on his appointment, Fraser Smart says:

Employers and employees globally are facing challenges and opportunities in retirement and health care, for example health care reform in the United States, the growth of a vibrant Brazilian economy, active de-risking of pension plans and overall HR spend optimization for Canadian companies and other changes and developments around the world. I look forward to bringing insights into the successes we have had in the United Kingdom and applying them broadly across Buck so that we continue to anticipate the needs of our clients around the world, and deliver on our promises to them. ”
Fraser Smart, who has over 20 years’ of industry experience, was appointed managing director of Buck in Europe in 2010. He joined Buck in 2006 to manage Buck's Edinburgh and Manchester offices. In addition to his role at Buck, Fraser is a TPAS adviser. He is a graduate of Edinburgh University and a Fellow of the Institute and Faculty of Actuaries.
Commenting on Steven White’s appointment, Fraser Smart says:
“Since joining BGIA, Steven White has developed a global investment consulting team, providing advice to a range of institutions with assets totaling more than $75 billion, and has managed our benefits administration business in Europe. Steven is well placed to drive Buck’s combined administration and consulting business forward in Europe.”
Steven White joined Buck in September 2005 as head of the UK investment consulting team, becoming managing director of Buck Global Investment Advisors in 2010 and of the European Benefits Administration business of Buck and Xerox in 2013. Steven was awarded a doctorate in mathematics from the University of Edinburgh in 1990. He started his pensions career in 1991 at the Government Actuary’s Department, working in the Pensions Directorate, following which he spent seven years as an investment consultant and investment partner at a UK firm of actuaries and consultants.
